Optus–M&F Merger Creates Largest Black-Owned Bank

The announced merger between Optus Financial Corporation and M&F Bancorp marks one of the most significant developments in minority banking in decades. Announced on July 22, 2026, the transaction exceeds $105 million and will create the largest Black-owned bank in the United States with approximately $1.27 billion in assets, subject to regulatory and shareholder approval.

Scale matters in banking. Larger balance sheets allow institutions to make larger loans, invest in technology, attract deposits, and expand access to capital in underserved communities. The combined institution strengthens the Minority Depository Institution (MDI) sector while preserving a mission-driven focus on financial inclusion.

Although the merger reduces the number of Black-owned banks by one, it materially increases the scale and competitive capacity of the resulting institution. The transaction illustrates an important trend: strategic consolidation can strengthen minority banking while maintaining community development objectives.

More Fortune 500 companies are located in Texas than in any other state. Texas successfully used low taxes and minimal regulations as bait to recruit companies like Tesla and Oracle. The state promoted these “advantages” in ads highlighting their “free-market” environment and criticizing the "tax and spend policies of liberal leadership" in Democrat-run states. The United States has now crossed a fiscal threshold that once seemed unimaginable: federal debt exceeds $40 trillion .  Reuters reports that approximately $32.3 trillion is debt held by the public , with another roughly $7.8 trillion in intragovernmental holdings .
