A Comprehensive Approach to Mass Shootings

 

Here's a comprehensive approach to mass shootings:

  1. Tax guns and ammo proportional to their potential harm. Higher for high-capacity firearms or large quantities of ammo. Special tax on individuals who own more than 5 guns. Revenue used for gun safety education, mental health and law enforcement.
  2. GPS locator requirement: require all new firearms to be equipped with a GPS locator, including 3D printed guns. Older guns must be retrofitted to be legal. Track lost or stolen firearms, monitor the movement of guns in high-risk areas. Privacy addressed by limiting access to this information. As part of this, credit card companies should track sales of firearms and ammunition.
  3. Insurance requirement: all gun owners must have liability insurance to cover potential damages caused. 
  4. Universal background checks: Implement comprehensive background checks for all firearm purchases, including private sales and gun shows. 
  5. Mandatory waiting period.
  6. Allow family members and law enforcement officers to petition courts to temporarily remove firearms from individuals who pose a threat.
  7. Gun safety education.
  8. Invest in mental health programs.
  9. Assault weapon restrictions. 
  10. Fund research on the causes of gun violence and the effectiveness of various policy interventions.
  11. Establish a centralized database of information on mass shootings, details about the perpetrator(s), weapons used, and circumstances of the incident. Identify trends and patterns.
  12. Address extremism and radicalization, including "gun culture" fetishism. Counteract extremist groups and ideologies that promote violence. 
  13. Age-specific interventions: Implement policies and programs that target specific age groups.
  14. Acknowledge and address the role of race and socioeconomic factors.
  15. Develop and fund initiatives that promote social cohesion, and foster a sense of belonging.
  16. Work closely with law enforcement agencies to monitor and share information about extremist groups or individuals with a history of violence. 
  17. Educate the population about the warning signs of radicalization, the risks of firearms.
  18. Continuously evaluate the effectiveness of these policies and interventions by an index measuring their impact on gun violence rates and other relevant outcomes. Refine and improve.
